Alpha API. Initial API, highly likely to change outside SemVer. Don’t build on it in production.

Selects the insights the current user is not allowed to see, in a mapping of obj ref to the unavailability entry. Insights that are merely deleted are not included — those keep rendering the missing-visualization tile instead of the restricted placeholder.
