Whether the workspaces and people behind a count have a translation to a language.

**Signature:**

```typescript
export type LocalizationTranslationState = "missing" | "available";
```

## Remarks

`missing`: they use the language for the setting, but their workspace has no translation to it. `available`: they use the language for the interface but not for the setting, and their workspace has a translation to it. A person counts over the workspaces they can open.
