Normalizes a dashboard timezone configuration to its canonical shape: unset and default (false/empty) properties are dropped, and a configuration with no effective values collapses to undefined. Apply before storing the configuration in state or persisting it, so that “all defaults” is always represented as an absent configuration rather than an empty object.

Remarks
allowUserOverrideInViewMode is kept when it is an explicit boolean (including false) so that a dashboard can override the organization/workspace enableTimezoneChange default. showTimezoneInfo still drops false because its default is always off.
