Provides the alerting create/edit dialog context.

The dashboard's connector mounts the original value. Exported so a context-decorator component (`CustomAlertingDialogContextDecoratorComponent`) can re-provide a decorated value read from `useAlertingDialogContext()`; it is not a way to run the dialog outside a dashboard.
