Provides the alerting management dialog context.

The dashboard's connector mounts the original value. Exported so a context-decorator component (`CustomAlertingManagementDialogContextDecoratorComponent`) can re-provide a decorated value read from `useAlertingManagementDialogContext()`; it is not a way to run the management dialog outside a dashboard.
