removeMeasureValueFilters()

Creates the RemoveMeasureValueFilters command for a batch of filters. The handler processes them in one pass — each removal emits its own DashboardMeasureValueFilterRemoved event and the whole batch settles with a single DashboardFilterContextChanged.
