RestrictedPlaceholderContent()

Alpha API. Initial API, highly likely to change outside SemVer. Don’t build on it in production. See API maturity.

The built-in restricted placeholder content: a lock with the reason and the recovery step, as the design has it. It takes over the whole widget, title included, because a stored title can name the object the reader may not know exists.
