Selects the effective dashboard timezone as a concrete IANA timezone ID.

**Signature:**

```typescript
selectEffectiveDashboardTimezone: DashboardSelector<string | undefined>
```

## Remarks

The session-only ad-hoc override selected by the viewer in view mode takes precedence over the dashboard's configured timezone. Returns undefined when the dashboard timezone feature is disabled or when there is neither an override nor a configured timezone. The browser-detected sentinel is resolved to the browser's IANA timezone here — this selector is the single place where the sentinel is resolved, so consumers always receive a concrete timezone ID safe to pass to executions and exports.
