create_or_update_jwk
create_or_update_jwk(jwk: CatalogJwk) -> UpsertOutcome
Create a new jwk or overwrite an existing jwk with the same id.
Parameters

| UpsertOutcome | CREATED if the jwk did not exist yet, UPDATED if it did. |
